In the background story of the game, every city was a country on its own while every district was a federation. The only differentiation of enemies would be the factions.
Therefore, there was no difference between national boundaries in the consciousness of NPCs. As long as the players were not of opposing factions, there wouldn't be any conflict. Wang Yu belonged to the Neutral faction while the NPCs in Starry Sky City belonged to the Light faction. While the two were not in the same factions, they were not hostile to each other. Therefore, the guards in Starry Sky City wouldn't do anything to target Wang Yu unnecessarily.
