Upon hearing Lothur's opening words, more than half the people in that place were surprised by what he had to offer. That was because the idea of an auction of a company's shares in this world was not common.
Some families even joined together on infrequent occasions to form joint ventures. But this usually involved two or three powers, and there was no chance of such an auction happening.
As such, those who had not yet had a chance to talk with Lothur were surprised by the unusual business model he wanted to propose to them.
