Anno nodded and said: "I want to do the same, but the personnel we have are not enough to do this."

Hikaru frowned and said, "Then… let the leaders of the mixed blood group do it."

Anno immediately understood what Hikaru wanted: "You mean you want us to train only a few of those 4,000 mixed-bloods."

"Then they would teach the remaining 4,000 mixed-bloods, right?"

"That's right." Hikaru said with a smile, "That's the best way to disseminate any law to the entire population easily."

"I believe that out of the 4,000 mixed-bloods there will be a few who will be considered as their leaders. Just by detecting them, and giving them some benefit and power, we can easily control them."

Anno heard this and nodded: "This is very good. We were able to disseminate everything quickly thanks to those people."

"Even so, we know a lot of secret inside information that only mixed-blooded people can know."
