With advancements in technology, it had become possible to locate and track gates, predicting their creation times. But even that wasn't 100% accurate.
Occasionally, gates with concealment capabilities would escape detection, bide their time, and then burst into what was called a "surprise gate break," often causing numerous casualties.
Such gates were categorized as "undiscovered gates."
It was recommended to report them immediately to the nearest police station or Hunter's Association upon discovery. However, it was also permissible to clear them at one's own discretion.
Only those with Hunter or Hero licenses were eligible to clear gates. However, the authorities wouldn't punish someone without a license unconditionally if they successfully cleared a gate.
