Angels, after all, were created by the God Almighty. They didn't possess the ability to increase their numbers on their own.
However, with the Creator's death, no new angels have been born since. In response, reincarnated angels, modeled after reincarnated devils, were created. But they were fundamentally different, more like artificially altered angels, as they had originated from other species.
Recently, a peace treaty was signed between the devils, fallen angels, and angels. Since it was signed in Kuoh, Japan, it became known as the Kuoh Treaty.
This treaty marked the end of the war between the three races, which had been locked in a cold war for years.
From now on, they would no longer be enemies but neighbors, supporting each other. Michael, who had assumed the role of leading the angels in place of the Creator, made a significant decision.
"Are you really going to go through with this, Michael?"
"Yes. This is the only way to ensure the future of us angels. Even if it means going against the will of the Almighty, I cannot allow the angels to face extinction. Do you understand, Gabriel?"
Michael, with his silver hair and golden wings, looked troubled.
And with good reason. He had made this decision entirely on his own, knowing full well he would likely face backlash from all his fellow angels.
Standing in front of him was Gabriel, one of the Four Great Seraphs like Michael. Her expression also betrayed a sense of inner conflict. Her wavy, platinum-blonde hair was striking, but what drew even more attention was her body.
More than an angel, she could have been the goddess of beauty or even the embodiment of motherhood itself, her voluptuous figure overflowing with sensuality.
Though her body remained pure and untainted, it was alluring, calling out to men. Her ample chest, clearly larger than her face and visible even through her thin clothing, had never been exposed to anyone but was undeniably heavenly.
Her well-shaped hips, so prominent they were outlined even under her skirt, seemed ready to bear many children.
"I am going to alter the system so that even angels can bear children. If I fall from power because of this decision, Gabriel, I entrust the future to you."

It was now late at night.
The thin cloth Gabriel wore clung to her body, highlighting her maternal curves. Her large, firm hips were clearly defined under her skirt.
She was the embodiment of desire itself, a goddess of beauty. Her face was flawless, and her platinum-blonde hair flowed elegantly in the night breeze.
This perfect being now walked alone through the streets of Kuoh. Dressed like this and walking at night, she would undoubtedly be a target for attackers, but thanks to her concealment magic, not even lower-ranking devils or angels could perceive her presence, let alone regular humans.
Gabriel had agreed with Michael's idea to ensure the prosperity of their race. She had volunteered herself as the first to engage in this experimental plan.
The information about the boy came from Rias Gremory and her household, who had secretly gathered it after the Kuoh Treaty and the defeat of Kokabiel.
This boy possessed unusual powers and insatiable sexual desire, far beyond that of a normal human being.
Rias had told Gabriel that she would introduce him, and so Gabriel was led to his mansion.
It was discovered that, like devils, pure-blood angels had a higher chance of conceiving children with reincarnated angels or humans with supernatural powers.
Thus, after gathering her courage, Gabriel approached his place, her heart pounding with nervous excitement. She had already informed him that she would visit tonight, and despite the fact that it was midnight, the front door was unlocked.
"Excuse me... is this the home of Mr. Takashi Mitarai?"
"Yes, it is."
The boy who greeted her at the door was a young handsome-looking man.
To Gabriel, who had from Rias that he wasn't always like, he used to be just a normal human being, but after a certain accident, she and he had no choice but to turn him into a devil.
Despite knowing only what Rias had told him, the boy had left his door unlocked at midnight and welcomed an unknown woman into his home.
And now, even as he stood before Gabriel, who was often referred to as a goddess of beauty—he didn't stare at her in lust. He maintained eye contact, speaking to her with sincerity.
Gabriel, fully aware that her voluptuous body attracted the eyes of men, found this boy to be quite admirable.
At the same time, though she was an angel, she was also a woman. The thought that this young man possessed the kind of "asset" that could attract even someone like Rias Gremory stirred a primal instinct within her.
"I heard from Rias... but may I ask what brings you to my home, Gabriel-san?"
"I know it's a shame to ask you this, a boy who we should be protecting rather than inquiring. However, for the sake of the future of us angels, I have come to ask... will you make a child with me?"
Following the manners taught to her by Rias, Gabriel knelt in a formal dogeza.
According to Rias, the most effective way would be to do it naked, but as someone who had never been intimate with anyone, Gabriel could not bring herself to do that.
Despite her inexperience, Gabriel flawlessly performed the dogeza she had been taught, hoping to convey her sincerity.
In front of Takashi Mitarai stood a breathtakingly beautiful woman, the likes of whom he had never seen before, and yet she was bowing low in front of him.
He couldn't help but feel a sigh escape, this time for a different reason than her appearance.
"Please, raise your head." He said, then continued; "Why would an angel like you need to come to someone like me who's not even a human anymore with such a request?"
Then, Gabriel explained.
The Heaven faction, like the devils, had significantly reduced its numbers in the recent war between the three factions.
Now that the treaty had been signed, bringing a true end to the war, they sought to increase their population of angels, even if only by a little.
It seemed that angels had a higher chance of conceiving when paired with humans such as in Takashi's case (reincarnated devil) or reincarnated angels—beings who were originally from other species—rather than pure-blooded angels.
However, the reincarnated angels had all refused.
They had said something along the lines of, "We imposters cannot possibly lay hands on a true, pure angel."
So, Gabriel had sought out Rias Gremory for help, who in turn introduced her to Takashi Mitarai.
"I see... I understand now. But, wouldn't you fall from grace if an angel were to engage in such relations?"
"Your concern is valid. However, Michael, who now leads us in place of our fallen Lord, has modified the system left behind in Heaven. As long as both parties consent, such acts will no longer result in a fall from grace. So, there is no need to worry."
"...I understand. If you've come with such resolve, then I will embrace you, Gabriel." Mitarai said.
"However, I hope that this moment we share can be something more. I don't want it to be just out of duty; I want us to have a moment of love, even if just for tonight. So, for now, don't look at me as a guy you're just gonna conceive with, but as a man who loves you." He added.
"Yes..." she nodded.
Gabriel gazed at Mitarai with a slightly dazed expression, as if caught in a fever.
She had spent centuries preaching the Lord's teachings to humans, guiding them, but as an angel, she had never recognized men as the opposite sex. To her, the distinction between male and female was vague, simply an abstract concept different from her own gender.
Her beauty, reminiscent of a goddess, along with her soft, maternal aura, had always kept suitors away. No one had ever dared to confess their feelings to her, fearing rejection.
And now, Mitarai's words—spoken as though he was courting her—caused her chest to flutter beneath her ample bosom.
In simpler terms, Gabriel was incredibly easy to win over, having never acknowledged men before.
Mitarai placed his hand on her shoulder and leaned in closer.
