They also checked their criminal records, there were certain cases where people who were awakened as heroes use their powers to rob banks or something like this if anyone found any evidence against him then, Hero association would demote them instead of promoting them to higher ranks.
One by one people went in and when Ray comes out of the door he seemed slightly unsatisfied.
