Watchers were servants that Eiro spread around all over the place, so that they could act as his eyes and ears, alerting him should anything of note happen. If Eiro then commanded them to, they would attack the ones causing trouble or defend the ones that Eiro had pledged to protect. They were the most common type of servant he created.
