Time To Start Mass Hiring!

On the coastal highway of metropolitan Tokyo was a tight convoy departing from the National Diet Building in Chiyoda City.

Inside the black limousine in the convoy's center was the former CEO of the Tengen Conglomerate, Tengen-kun, and the current director of the Conglomerate, Lady Makima. 

Tengen was attentively reading through the files and papers in which the newly created government agency was formulated. 

The process was complicated, and he needed to thoroughly check the papers so no loopholes existed in the fresh law-enforcement agency. 

While going through the dozens of files, Tengen noticed Makima observing the sandy beach of coastal Tokyo with nostalgia.

"Did you remember something from the gorgeous scenery, Lady Makima?"

Upon hearing such words, Makima stopped gazing through the window and turned her golden, hypnotic eyes to the old coot. 

"Nothing much, Tengen-kun."

"Only memories of the past."

Chainsaw Man Tokyo and My Hero Academia Tokyo were different from one another. But it wasn't hard to see some similarities. It made Makima understand that even in distinct universes, some things never changed. 

"I see... I'll continue in my duty, then."

Tengen nodded and continued checking through the papers of a couple contracts. 

After a short while, Makima kept her gaze on Tengen, making him somewhat tense. Cold sweat dripped from his forehead as chills resounded in his spine. 

"Does Lady Makima desire something from this old coot?"

Tengen's question was spoken in the most respectable way possible. He didn't wish to offend the almighty Lady Makima. Who knows what would happen if she became irritated. 

"I'm glad you know you're an old coot, Tengen-kun."

"I want to know about the identity you wrote in my public record."

"You should have already registered it, right?"

With Makima's words, Tengen faithfully nodded with vitality that wasn't usually seen in old coots. But such was the uniqueness of a world where quirks shrouded its entirety. 

"Yes, Lady Makima."

"I have already registered your identity in the public record."

Tengen's response was short and plain, but upon glancing at Makima, whose gaze seemed to order him to continue. He gulped and carried on.

"The identity of Lady Makima written on the public record is... satisfactory."

"Lady Makima has become one of the founding members of the Tengen Conglomerate, and she is also the only one left alive."

Makima raised an eyebrow, her hypnotic and golden gaze brimming with intrigue. She wanted to know more about her identity written on the public record. 

"Supposedly, Lady Makima was to become the only heir of the Tengen Conglomerate. But we concluded it to be impudent to give Lady Makima the identity of an heir." 

"For Lady Makima to be required to receive my family name is insolence of the highest order!" 

"So, upon further consideration, becoming one of the founding members of the Tengen Conglomerate was amongst the best identities we could conjure." 

"And regarding Lady Makima's complicated age, quirks should be enough to explain it. There are many types of quirks in this world. Some of them far more unique than the other."

"Longer lifespan isn't as much of a myth as before." 

"There are many ways to achieve it, whether naturally or artificially." 

Tengen's explanation regarding Makima's public identity was satisfactory. It made Makima pleased since her subordinates understood her intentions well. 

"You didn't disappoint me, Tengen-kun."

"The identity you wrote for me is adequate for my future plans."

Makima's words were laced with amusement. Nevertheless, she praised Tengen for not boring her with useless human pretense. 

To her, the Tengen Conglomerate was merely a tool that only needed to fulfill its use. Becoming too attached wasn't something Makima felt looking forward to. 

Though, one can never know. Maybe in the future, things will be different.

"I am honored to not disappoint you, Lady Makima."

Tengen nodded with a bow before continuing in the compilation of the files. He seemed focused when analyzing any issues with the contracts they had from the government, which was to be expected from the former CEO. 

Silence shrouded the interior of the black limousine. Neither the master nor the servant spoke a single word until the dark curtains of the limousine's partition unfolded. 

The black limousine was currently in an intersection surrounded by multiple dark SUVs and BMWs. The convoy had grown as numerous private guards of the Tengen Conglomerate were called to guard the supreme director.

"Lady Makima, we are approaching our destination."

The driver merely reminded before closing the dark curtains of the limousine's partition.

Tengen's eyebrows raised with curiosity plastered over his face. He wondered where they were going. He wanted to know their destination. 

But he wasn't foolish, and he wasn't willing to risk offending the lady. 

Makima noticed the trace of inquiry all over her loyal dog's face. She tilted her head and remarked to the old coot.

"If you have questions, you can ask them, Tengen-kun." 

Hearing the words of confirmation from Makima's supple lips, Tengen took a sigh of relief as determination soon glinted in his eyes.

"May I ask of our destination, Lady Makima?"

Such questioning yet respectful words resounded in the interior of the black limousine. 

The edges of Makima's supple lips rose as she responded with her soothing voice.

"The Counter Division needs powerful and loyal members to operate in its full capacity, Tengen-kun."

"I need hunting dogs who can't be called heroes yet are also not villains." 

"And I have the perfect place to begin scouting our first members."

Tengen's curiosity was aching in his heart as it beat heavily with anticipation. He couldn't help but swallow his saliva while waiting for his master to continue.

"Fortunately for us, our allies from the Japanese Government have given us permission to visit the place and take some lucky individuals who would join our cause." 

"We will be going to the most impenetrable and inescapable prison in the land of the rising sun."

"Tartarus." 

Tengen was genuinely shocked after hearing the name of their destination. It was hard to believe. But with Lady Makima's capabilities. It was possible. 

"T-That high-security prison!?"

"I heard extremely dangerous and heinous villains were imprisoned in Tartarus."

"Is Lady Makima sur-"

Before Tengen could continue uttering his words, the black limousine suddenly stopped. The partition's dark curtain unfolded as the driver reported the surrounding situation.

"Lady Makima, we have arrived in Tartarus's Bronze Gate."

Tengen turned his gaze towards the window and saw the convoy entering a heavily massive fortified gate that seemed impassable. 

The scenery then changed into the black limousine passing through a stygian bridge. They were now leaving the mainland and were about to reach Tartarus.

As if noticing Tengen's nervousness, Makima softly chuckled before affirming her loyal puppy. 

"There's no need to be worried, Tengen-kun."

"Even an ordinary citizen can enter and leave Tartarus intact if given the permission to."

"The villains in this bastion are nothing more but horrific trophies of the government."

With Makima's assurance, Tengen calmed down and nodded in understanding. A cold expression covered his face as though he was about to conduct a business meeting.

"Then, I'll ensure to not tarnish Lady Makima's honor."

Tengen didn't want to dissatisfy the lady. However, while thinking about the high-security prison. He became curious about one thing. 

If Lady Makima wanted to seek individuals from Tartarus to be a part of her entourage, that would mean she already has a candidate in mind to take hold of. 

"Pardon for giving another question, Lady Makima."

"But it does make me wonder."

"Does Lady Makima already have a candidate in mind within Tartarus?" 

Makima's eyes glistened in its hypnotic and golden hues. Her visit to Tartarus wasn't purely about gaining some new hunting dogs. 

She wanted to procure a particular individual who sadly got imprisoned in Tartarus. An interesting and talented one who would be the perfect hunting dog. 

An infamous hero who was arrested for killing the Hero Public Safety Commission's chairman. The former executive of the HPSC Tokyo Headquarters. 

"There is someone I found intriguing, Tengen-kun."

"She was a heroine imprisoned in Tartarus for murdering a fellow hero."

"Obviously, the truth is different, but she did murder someone." 

"Her name is Tsutsumi Kaina." 

In the deeper levels of Tartarus. A couple hundred meters below sea level. There was an ivory room clad with white walls and furniture.

Several cameras were scattered throughout the room, with two 50. caliber sentry guns pointed at a lady sitting on a wooden chair while reading a classic book.

The lady was a tall, curvy, and gorgeous woman. Her long hair, dyed in indigo, settled on her shoulders while her pale fingers flipped the pages of the classic book. 

Her amethyst eyes resembled lustrous gemstones as they concentrated on the words written in a paragraph that gave her a foreboding feeling. 

"In the cage of despair, the Devil visits the unfortunate and utters sweet, poisonous words. The horned monster was in the form of the most pleasant in the eyes, hiding its hideous physique."

"It gives the greatest gifts to the unfortunate. It offers dreams and hope to those who seek it the most. But, the Devil's contracts always have a price."

"And what it desires the most is the unfortunate souls." 

The gorgeous indigo-haired lady closed the classical book and gazed upon the metallic silver door that had imprisoned her for years. 

She had already lost the feeling of despair and could only feel apathy to the circumstances she found herself in. Though, she thought to herself.

For she was an unfortunate soul, she wondered when the Devil would take its time to visit her. 

Perhaps, maybe the wait wouldn't take too long.

She soon closed her eyelids and remembered her bittersweet past. She couldn't help but wryly smile at her foolishness. 

Her name was Tsutsumi Kaina, the fallen hero.
