"Villain" as a tag usually means that the MC is morally gray, selfish, or downright evil, not that they're twirling their mustache and giggling. People just want a protagonist who's actually a villain in their actions, not just their vibes. If a story is pitched as a "villain" story but the MC is just a lost puppy, of course people will feel misled. And there's a reason why the terms villain and hero exist. And yes, they're not the same as protagonist and antagonist.
Shigaraki still doesn't use his quirk at 100%, and he doesn't have all his quirks yet, so yeah, MC is ultra strong right now

You can really argue with this point, but I'm reasoning from the author's perspective. In the manga, after the fight, Satoru admitted that even without the Ten Shadows technique, he probably couldn't have defeated Sukuna. After that, Gege constantly emphasizes that Sukuna is the strongest. Though personally I'm not entirely clear on how exactly Sukuna would have been able to win, maybe fuga or something. I don't know. But the fact remains that for Gege, Sukuna is number one.
