Yukio already has ichinose, hiyori and sakura I doubt he wants to be with a crazy narsicist who believes herself superior to others, also even if horikita were to grow up and exploit her potential as a leader, I doubt very much that she can fight the other classes except Ichinose (my own opinion no offense)

It would cost 20 million points to transfer and knowing koenji I doubt he would cooperate with yukio, and horikita would take him a long time to grow, a waste of time, no offense
