Ah, sorry if I didn't make it clear enough in the story ^^ So it's basically a cancelation power. As long as he's looking at someone, if he activates his power he can prevent them from using their own devil fruit power and/or their haki (observation, armament and conqueror). But it only works for as long as he's looking at his target. Hope that cleared it :)
