not true at all everyone is born with a affinity it takes years to master or gain a new affinity. fyi you Don't need to train your affinity to learn lower level jutsu. affinity training is to gain more controle etc. naruto didn't need chakra controle for substitution, henge or shadow clones. similarly you don't NEED a mastery in affinity to learn a jutsu by definition kniwing a C rank fire jutsu doesn't mean you are a fire master or anything. every uchiha is naturally born with fire affinity. fireball is literally one if the most vasic and useless jutsus in the show well established early in the series
