Why would it be? It's being held by two completely different parties. One is a Company, the other is the Government. The only thing the government is supervising the first is making sure they give the the promised amount to the charities. And the winning numbers are randomly generated. It's pure luck. If a person wins twice or more, they have no choice but to swallow it as pure luck. They can't do anything about it, even of they were suspicious and there is no iota of proof whatsoever. The world is just unfair sometimes.
