As for others the moment they are chosen by the Golden Moon and receive a system, a werewolf sharing the same frequency (in a metaphysical level) seek them out to form a contract, which is different from what Emily did with the summon.

She formed a symbiosis relationship with herself because she's a hybrid, instead of going out on a hunt for a werewolf with the same frequency like her own.

Symbiote is a special ability that comes from forming a symbiosis (bonding) relationship with a werewolf with the same frequency as an individual.
