My previous explanation was incorrect, the shadow clone jutsu is a regular technique in konoha, however the multiple shadow clone jutsu which is hinted at in the chapter is a forbidden technique in konoha, however it is openly known that Orochimaru has seen the scroll of forbidden techniques and most likely knows most of the techniques it records
