Blackwater is an academy that is at the bottom of the rankings and yet has equipment that requires a lot of funding. The academy is sus af, just like from all the comments in the previous chapters. I'm not surprised that this is happening at all.
Blackwater's class system was harshly designed so that not even the majority of Alters got proper training. Only those from the A to B classes got anything resembling a proper training regiment.
