Memory has nothing to do with it. She's proven time and time again that it doesn't matter what set if memories she has, her core is still the same. It's like having a blank canvas and then painting on it. It may have changed after you painted on it but it is still the same canvas regardless of whether it's blank or painted on. Cia is the same. Whether she is spy Cia or Banshee Cia, she still has the core part of her that makes her Cia.

How so? The only thing I could imagine being greater is having the sacrificed person be someone you truly cared for the most, like a soul mate or something lovey dovey like that.
