The "", is to signify that he is the first king with that name. Not that he is the first Targaryen with that name. They work the same way as they do in real life. In English history, there have been a lot more members of the royal family named "Henry", but only eight of them were ever actually king, which is why Henry VIll is the highest number we have. So Daeron the Daring would have been called Daeron I
