The writing quality is incredible and the collector is like a real person. They have one major goal which they were born for and their currently devoting all of their efforts into achieving that goal. There's no extra random things the protagonist does that won't bring any benefit to advancing its goal. It only does things if they can help it accomplish its mission. It acts like how it's meant to. The characters in this world also seem alive with bribery and hatred, as well as other various emotions or events that add to their personality. The world building is going very well and you know the basics of where the collector is and what it's future plans are.

I think it's because there's no benefit to the people on top to improve the technology. Also it might even be dangerous to them because if they improved the technology level of the planet then the non cultivators would definitely rise up considering the way they normally get treated in cultivation novels.
