It is intentional, wizards don't grow stronger magically after they are 11, they just get more experienced based on what I understood watching the movies. If we go by that, Hermione became the minister of magic later on which is why it is obvious she should be strong enough to be there. Most wizards will be in the 5-10 range (Not counting the exception like harry, Voldemort and etc.)
