No it is not increasing it has decreased from last 2 decades before it was 70 to 75 now it 60 to 65. That's due to increased medical facilities and food availability that people started living longer but after the expansion and popularity of fast foods unhealthy lifestyle became common so it decreases the average human lifespan.

No there isn't anything about reinforced planets the fighters just keep the energy focused and inside to use it without destroying the planet. If a planet was reinforced then why would the planets at the start be destroyed with a KI blast from vegeta with 18k power.
