Well, I get the impression Arthur was turned while vampires were fairly new, and Arthur would have been alive at like 500AD. Plus I think this is set about a thousand years in the future, So more like 2500, rather than a few hundred

That's a good question but with what we have already seen, these numbers are not accurate to his actual performance, for example, he gets stronger when his strength stat is increased but his strength stat isn't increased when he gets stronger. It would be the same thing with charm.

That depends, her main ability seems to be turning into a vampire, whether or not the blood control ability is part of that hasn't been said.
