It doesn't seem fillery. ...I do sometimes don't remember the side characters but am down to get to know all the different characters. it's also a nice change of pace , compared to some of the novels I read where the main focus is ALWAYS the protagonists . Given that it's centered around territory building, in a way it just makes sense to have a look in the daily population's lives
