You can assume that he kept it around for when he advanced just in case his stature increased again. After all, it is never mentioned that this particular robe is his old one, since he had only worn gray robes until that point.

Even if say, a first-grade acolyte reaches level 2 or 3 of an acolyte, they would have (marginal) possibilities of successfully tapping into the ancient remnant's power. Whether the process of advancement would kill the acolyte or infuse them with great power, would depend on the subject's innate talent, cultivation, and life force. Naturally, the better the candidate, the more likely they are to break through and write their own legend — instead of dying miserably. Of course, there could always be a rare exception.
