The terraria lore states that the goblins are dumb enough to start an invasjon just because someone stole a piece of cloth, so there is no reason for the goblins to use the battlestendard to summon more goblins. It is also why you craft the battlestendard with 10 tattered cloth, that you get from killing goblin scouts.

If we think that way, then he only has 4 limbs, wich means he doesn't qualify as an insect, but an arthropod. An insect is an arthropod, but not all arthropods are insects. Arthropods also only have cold blood, so I guess he doesn't qualify to be an arthropod either.
