That will confuse some people, since several other sources describe Tokubetsu Jonin as "ninja who, rather than having all-around jōnin skills, only excel in a specific area." Basically to say, Tokubetsu jonin is an "overall" measure, not one that can be used to mark individual categories.

That's so dumb...so many small things could go wrong, even assuming that he doesn't butterfly things off track based on actions that happened "off-panel." Not to mention, it'd be impossible to guarantee the precise sperm that created Gohan would land at the same time. Then he has to depend on a currently non-existent connection to Krillin to turn super saiyan, and also has to die, along with several others for things to stay on track. And even those assumptions presume that it was his body that allowed Goku to reach as far as he did, rather than something unique to his mentality...far too many things could go wrong for ANY re-incarnate to just say "I'll follow the story cuz things worked out once"

Technically, they just say that the hair in her wand is from her grandmother. So we know her grandmother is a veela (of some %), but there's no direct mention of whether or not she herself is half, quarter, full, or otherwise (which is something that fics are free to interpret as they like.)
What this blood is doing, is it is converting Charlus into a magical creature. When a superior magical creature encounters an inferior one, it either multiplies itself to equal the other party, or it will simple eradicate the other party. That's why there are only half-veelas and no quarter -veelas. As Phoenixes are light creatures, they will accomplish the former. The Phoenix blood in Charlus slowly converted almost half of Charlus' blood into that of a Phoenix's. This process will take an unknown amount of time, but the goblins have clearly put down a date for completion.
