Theory: each realm supports 5 cultivations because they need something to build off of the underworld is intangible because it focuses it's energy supporting so many weaklings the mortal realm can't generate godly energy for the same reason, but heavenly cores/fragments are what little godly energy it builds up after so many chaos cycles the godly path realm, same thing god realm is the most pure because the 20th cultivation is self-sufficient, which is why they are able to survive after leaving, so it only needs to support 4 cultivations while providing energy for the last
