Chen was 18 when he was forced to join if we take that as the usual age of enlistment he is still 2 years younger than most of the guys in the army so it's understandable that he's a little bit shorter ,men can still grow till about 21

Good book, but u downplayed Minatos talent too much. He was able to be first in his class and graduate early as a civilian even without haki or one-piece physics. he should have developed the need skills in taijutsu a lot faster. and Minato specialty was fuinjutsu and ninjutsu he should have mastered the shadow clone in an hour. even Naruto could do it in a couple of hours, and his chackra control was shit because of kurama.
