I think the likelihood of a memory is influenced by if there's a novel story or thematic link for the Nightmare Spell to follow. By giving the flower in the dream she helped increase the chances even more, but even just asking to be killed is a powerful plot point for the Spell to pick up on. In that way the Spell is a little like our current day GPTs and other transformer based AI, giving probabilistic output based on input. With a twist that it gives more valuable output for certain cases. Maybe it even values uniqueness and novelty in the input! This could even be how it "decides" what actions are defying fate, if it's constantly predicting future actions based on an initial fated timeline then actions that differ from these predictions are defying the odds in a very real way. Imagine if something like ChatGPT rewarded users for giving coherent input that differs from what it expected then to give, that's a basic version of what I think the Spell is doing. Also, as the leaders of Twilight were all people who entered the real tomb to become guides in the nightmare tombs of their people (themselves all challengers), then I suspect the leaders knew a lot about the rules of the spell when it came to nightmares, memories, and echos.
It's one of the big mysteries the book has been setting up, are the inhabitants of nightmares "real people", so to speak. Sunny seems to believe so, at least in part.
