Ok quick thing, if it is 1/10,000 or even 1/1,000,000 it is not that "rare." Think about it, there are 7b people on the earth right now, that would be 700,000 people on this earth with a 1/10,000 chance... Now I know that doesn't sound like a lot, but think about han sens world. If they have tens to hundreds of thousands of planets filled with millions or billions of people on each one, then that means that there are hundreds of billions, or trillions of people. So the 700,000 shot way up into the hundreds of millions... and that's not all that rare if you ask me.
