These numbers are unrealistic. Pokemon tides killing several thousands of people in each city; happening every few years all over the globe would wipe out mankind. Mankind wouldn't even be able to establish a foothold before facing extinction.

So, this chapter was the main character purposefully planning to abandon his child. Initially he was vehemently against such an action. However, because he talked to his women and they said he should act rashly, then talked to a man who abandoned his family, and his family was (presumably) ok with it; this makes everything ok.
The other side of the argument is to act rashly! It's not reasonable or logical. It's foolish.

This chapter takes away all the character development and growth of the protagonist. Grayson from the beginning has been having an existential crisis, wondering if the world around him is real. He then watches people dying in a horrific manner; being burned to death in front of him. Throughout the story he has to deal with constant threats, giving him very little breathing room. With all of these difficulties you have a character who would be very angry and stressed. But this chapter makes all of that irrelevant, instead it's all the former Grayson's fault.
