Presumably the Tier is the required Tier to bind the artifact, also indicating the general realm of strength while the stars represent the Rarity? 1 star would common, 2 stars - Uncommon, 3 stars would be rare?, 4 - Epic? & 5 would be legendary? maybe? or if we do the typical Chinese Rarity, 1 would be Trash while 2 would be common making 5 Epic?

okay no, The author hasn't made a mistake you've just don't understand what has happened. The first "upgrade" was Tang using his Origin points to improve the device, which changed the exp requirement from 300 exp to 1200. The first actually exp upgrade was 1200, his second was 2600, and his third was 5600. the mentioned 3800 exp before hand was the author combining the total for the first two upgrades to showcase how much exp was leftover.
