The issue here is that you the pavilion is forced to suspend operations in that specific department, even if only temporarily (until they restock). That will, in turn, drive away their customers to their competitors. Their customers won't just buy herbs from their competitors however, there is a risk that they will seek business that they would have otherwise done at the Hundred Fragrance Pavilion. So in this case, having someone empty them out can be more harmful in the long run. Hope this makes sense!

Shameless author review, as is tradition. I really hope you guys will enjoy Zenith, since this is a book I've been writing for a very long time in the darkness of my room. Now, I don't want to spoil too much, so I'll just give you a little bit of info on what to expect before clicking on chapter 1. 1) What is the book about? An intergalactic game humans are forced to play after aliens invade the Earth and enslave humanity to make them gather elemental stones. "Why are these stones so useful?" "This is only a game. What kind of crazy-ass aliens would invade an entire planet for the sake of a game?" Those are all very good questions, but you'll have to dive in for that. 2) Is there going to be romance? Most likely, yes, but it will almost certainly not be a harem. 3) What makes this book unique? Well, besides the class-assignment system and Arthur's own power, let me just say that the level-up system (past the tutorial) and the way it's designed is something I'm proud of and very excited to share with you guys. 4) Lastly, I hope you all have fun.
