I really think you are missing something here, because there is never a time she doesn't use the abilities she gets when the situation calls for it? A lot of them are limited in where she can use them, or it makes no sense to use it when she has a better problem solving tool. If you feel like she is getting dumber, it is probably her having less intelligent people around her, and not her actually becoming dumber.
