I would say sasuke always considered naruto his friend but couldn't actually commit to that relationship as he didn't know if itachi would try and kill him or not also he had to focus on getting revenge for his mother and father

I would say yes and no while a well educated people will still have war but once there has been a major time of peace war will be forgotten for like 100 years then someone will become so greedy that the cycle starts all over again
