He is. The dude has a different power for everyone of his personalities and no one knows how many personalities he has at least in the thousands. But ultimately he really only has two powers Cosmic level Reality and Time manipulation but it is split into all his personalities so he can just pull a power set out of nowhere with a new personality. The guy has even split off pieces of himself with different powers, and sometimes they turn on him. If there was one character built for pure chaos it would be him. Sorry for the info dump I just like obscure characters in comics.

I agree plus just using the aliens powers without transforming turned the ultamatrix into the one thing the Omnitrix was never meant to be. A weapon and not a tool to bring peace and understanding to the universe by walking in another's shoes. Plus he looked creepy.
