I wouldn't want to see Philip taking monsters from Dreams, but if he was going to do something like that, he can already use his own snake. However, he could technically try to go after an imaginary being and grow it like the Necromancer girl with her summons

It's likely that others would be unable to use Philip's sword, however, it shouldn't be a dangerous thing to hold in itself. However, the sword is connected to a Great One and it guides Philip from time to time. The sword does grow a little whenever it "eats something", but its hard to say what will happen after a certain while
