The Complex is a reality separate from the (System). The Complex, as said by Falpurgiana, was created by the coalition of multiple beings, and is now being overseeing by the Gods who use it to create apostles/representatives/players or whatever for some unknown reason, given Philip left before continuing his path. The Complex records all tales, even that of the Gods, and makes it possible for any, through the right methods, to acquire their abilities. Potentially allowing even a mortal to mantle a God's position, or to even buy them.
