Except she is not referring to olden times. She grew up in modern times, probably born in 1990’s if not later. In chapter 3 she references online reading and a novel reading app. She calls herself a ‘typical rich kid’ and went to college abroad; such ‘typical’ stereotypes wouldn’t have occurred before the 21st century because the boom of rich kids came from their parents making money in the ‘80’s. So the people whom she’s insinuating made fun of her should be from the 21st century.

The people around the children enforced her words rather than comforting the children. So I argue that the word “entirely” is inappropriate and incorrect in this instance. If a child is abused, the satellite people who knew of the abuse and turned a blind eye while enabling it are not innocent.
Not necessarily. Even if the original owner had never indicated she would leave people in the village would gossip that she’d want to return to the city, causing such young children to question their mother’s intentions. If people hear something often enough they often start to believe it, especially children who are easily influenced.
It’s not petty to want your own hard earned money back (in this case, husband’s) when your own pockets are empty. It would be petty if they were rolling in money and didn’t need it (petty, but it’s still their own money to take back justifiably).
