I made both good and bad experiences with them. Sadly especially with the older generation I met quite often what you described. With the younger generation though I could talk quite well in english.
So I unlocked a few more chapters after this incredible early pay wall and can tell you for sure, not anymore. This chapter was a catastrophe compared to the first few. They did this, than that, the others were awed... it reads like an extremely lazy writing style with all tell, no show and way to much showing off, which is not the same sadly. I think there might be a good story but not for this horrendous prize. Especially with 2 passes per chapter.
So paid from chapter 14 on and needs to passes to unlock. This I just wanted to mention first. The characters known until then are cardboard stereo types that aren't fleshed out yet. The world sounds interesting and numbers don't make sense. How does a meal cost 500 and 2 good starfighter weapons 100.000? Just 200 meals? How do you need 15k hours (100 seconds make 1 minute and 100 minutes an hour, so even longer than it sounds) for a military flight license? You either don't give it to normal people at all or under reasonable circumstances. So yes, good story, bland characters, interesting world so far but nothing amazing and completely bonkers numbers. Without the numbers writing quality and world background would have been better.
Thanks for the chapter though I have to disagree with the reasoning. I always found it weird that vampirism or lycantrophy could be cured. After all you are giving your soul to the respective daedric prince as far as I know and they aren't known for giving anything back. So didn't he just give his entire soul instead of half?
Good call at not making another 0815 villain (is this saying even used outside Germany? never looked it up now that I think about it... ). Would have played a bit to much into "every other skilled is just to be killed or sold for advantages" vibes. A good mix like you have sounds nice. And if he does go over the edge of madness or betrayes them, then it is fine to and a good story.
Good decision. At least this way some bureaucrats won't see the need for massive reinforcements which would make the overall situation difficult for them with the Empire. After all, they only lost one outpost in a war torn country.
