Hmm, I don't think Danzo would do such a pointless thing as anti potential seals if he could get near Naruto. He would use a brainwashing or something else seal to have Naruto under him. Anti potential is more sarutobi's cup of tea as that way the jinchuriki will not leave the village or retaliate against it

I think you messed up this chap, Danzo would never be so quiet, plus hiruzen would never question Danzo. Even after he knew about Danzo assassinating him, hiruzen forgave him. It's like Naruto and sasuke. Plus, no one would be so calm if you threaten them to reveal village secrets to others and even abandoning with the whole clan.
