Well it's simple really. Which one is more popular and well known? The sharingan or the mystic eyes of death perception? Which ever power is more "appealing" to a wider audience will most likely get used because it's more popular and will garner more attention. I personally love it when authors say screw it with the overused tropes and attempt to make their own powers. You shouldn't have to rely on another stories elements to form yours. I don't care how broken or how useless something is, it doesn't need to be brought into a completely different story just because it's "cool". Originality is slowly dying though, so hopefully some creative geniuses out there will keep the world turning and not make it drop dead boring.

Because people can't ever be original anymore. So when they think of something strong or overpowered, they use a popular outside source that will grab the readers attention because they've seen it in their favorite anime, story/novel or show. Which one sounds more interesting? Eight trigrams 64 palms or strike fist circular death scattering barrage! Originality is practically dead and "imagination" is built off of recollections of things we've already seen. (I do like this story and many others on this site though, and I'm just ranting before I go to sleep ;-;)
