I mean with the ability of plagueis to influence midi-chlorians, which most likely created anikan, he could create himself a perfect body as powerful in the force as anikan and then take it over by using maxi-chlorians and become an unchallenged powerhouse. but that could only happen when he gets really powerful on his own because he needs to be powerful to influence the midi-chlorians and take over another body with maxi-chlorians if I remember correctly. that would make it impossible to use this too soon and make him boringly op!
