that is only true for low cost jutsu, but the reason why naruto made hundreds or more shadow clones in the first episode is because the chakra doesnt just disperse for shadow clones it just makes more clones otherwise like i said naruto would of failed or made just one or 2 clones and the rest of his chakra would of dispersed in the first episode.
