Thank you for your note. ;) I think that Alexander can see that creating a new government would only start a very destructive civil war. They would never be recognized by the ICW. So, they would only isolate themselves further by going from a small society to an even smaller one. I think that everyone understands the importance of keeping magic hidden from the rest of the world, even muggle-borns. From a very young age, they can see how different they are from normal people after their first accidental magic. So in a way, they see the Wizarding World and its Ministry are their only chance at belonging to some sort of society.
