Like a sword can be made of different types of metals if he wants to make one he needs to analyze the metal while having a proper blueprint of a sword to make one. the higher the grade of metal the more energy is needed to both analyze and gift the nanos the properties of so common iron might be useable below rank 10 cultivation but it would not make anything until he knows how to build something. While all the soul tools need many different strong metals that can hold and channel energy plus the magic circles (element energy circuits) to make them this makes it so he needs to analyze the a massive amount metals while learning the magic circles and how to draw up functional blueprints what might only have poor magic circles or wrong metals. with his nanos so long as they are within the rank he can make with them he can experiment with many different magic circles to make them better with just the use of his energy and nanos building a vast array of tools that many can not build due to the wastage of metals just trying to make them would be making his magic circles at the level he can craft with nanos far better then even the sun moon 9th rank masters for that rank . by the time he is a rank 90+ in cultivation even his cheapest tools can have magic circles optimized to such extremes that they can not be made by hand but can make them several times stronger then what can be hand made.

When he has 1 ring the Nanos can only make 1st level tools so even if he has massive amounts of nanos they can only form 1st level tools until he gets the 2nd ring. But the nanos would need enough initial materials to analyze to get the properties of so as to be able to uses his energy to replicate said properties as his energy fuels the nanos both to function and to replicate for use. This means high level materials need more energy to analyze thus limiting what he can make in the beginning but as he gets stronger even 1st level tools can be stronger than norm due to the nanos using far better properties. As for hand made tools they can get as high a level as you deem reasonable due to the pileup of skills he should have by then.

Ya each ring can be a Soul Guidance level that he can make with ease so long as he has enough material this ring will make the Nanos to constantly change what soul guide of a given level of his current max soul level..but he would need to understand and be able to build them before the blueprint is saved at least until his knowledge of the devices reach high enough.
