Actually it doesn't really make sens. If you mix an Arrancar with a shinigami, we already know what it should become --> a vizard.

You can't use the word city for something with 10k inhabitants.
However, strengthening one's will is a long, difficult and painful process. For proof only the Patriarch of the city is a rank E whereas there are 10 000 inhabitants in Yol! - Precheur7dCommented
it was a village some chapters ago. That's quite an evolution.
In total there are 5 high schools in the city, a normal high school in each end of the city and the warrior high school is in the center of Yol. All classes in warrior high schools are named after the average rank of the class followed by the number passed through warrior high school.
