For water you can just surround the enemy's head with water and flood their lungs so they drown. They can't rip it off, so the only way to deal with that would be to move fast enough to escape it, which they likely couldn't do if you'd lifted them into the air. For earth he needs to be more comfortable moving through the earth and also moving others through it. Sinking someone into the earth up to their neck like kakashi did in naruto would be extremely effective. Quicksand, sinkholes, bogs(with water), and sinking or raising the ground where you opponent is about to step to throw them off balance would also be useful.
Just use wind to lift the Nomu off the ground. Without something solid to leverage its strength against, and with no means of long distance attack or flight, it's helpless.
