Its not a suicidal attack, it makes 3 sets of Kanshou and Bakuya(Emiya's favorite white and black swords) which all attack in order to prevent an enemy from running or defending. The only ways to deal with someone using it on you is to have an omnidirectional shield or just accept the heavy damage while attacking the one casting it.
