Not to excuse it but, Goku was dead (again) when she decided to raise Goten that way. Maybe she just felt one of Goku's personality per world was sufficient.

I like the story and believe it has a lot of interesting concepts including a system that acts more like a curse than anything. Lots of other interesting characters that seem real in their reactions and personalities. I wasn't expecting the MC to be quite so underwhelming though. My initial thought when reading the synopsis was that he would be strong but (at least before around 270 where I stopped) he is only strong enough to defeat enemies but not finish them off. He also gets saved fairly often by those weaker than him. He sometimes seems weaker than a human would if given the same amount of ki. He has something like 200 and a master knight has 40 but it must squish because otherwise he meets an awful large amount of monsters and enemies who should steamroll the academy city. I think the biggest issue with his power is that he's strong enough to beat any random person but it almost feels like he has to cheat to win against the named enemies. Maybe it's personal taste but I also didn't see the point of the schooling arcs. He could have done more as an adventurer and if it was to develop his abilities then the training time could have been shown more to show progress. He shows little wisdom for a reincarnated and if being lazy and relaxed was his dragon personality it doesn't come through in the writing.
