Isn't it too impetous and hasty to declare war without investigating first the motive of the attack and the individuals/groups involved in it? Or does the human race/government been plotting this event prior? I am curious to find out as I read through the story.

Everyone must seek shelter immediately. Stockpile as many essential supplies as possible and avoid going outside if possible-"
